    This is a simple problem, by no means confined to the telecommunications industry, but it has far-reaching consequences.

    In this country, telecommunications operators are not obliged to divulge the real costs of providing services; remarkably, OFTEL have no powers to demand real costs, and there is no third-party audit to ensure that whatever an operator produces even approximates to the truth.

    As the Matson interview makes clear, even the experts are stymied and reduced to making educated guesses.

    Recently, BT said that the cost of maintaining a single user's local connection is about £100 a year. Neither OFTEL nor anyone else outside BT has any way of checking this; if it had been more convenient for them to make that cost £10, or £1,000, they would have done so and nobody would have been the wiser.
