Three words leave half the problem unsolved (28 October 1999)

We quote from our press feed (our emphasis):

The Chancellor Gordon Brown is to launch a scheme today to provide computers to low-income families. The programme is reported to cost varying amounts between £15-£30m. Reconditioned computers with a modem will be leased to families for around £5 per month. Mr Brown said 'We cannot allow inequality of access to computers to lead to inequality in life for the next generation'.
Quite apart from recognising the vision of the scheme, we're pleased that the Chancellor has realised that a computer without an Internet connection is poiNTLess now. But he's only solved half the problem of 'inequality to access' ...
