Commentary on 'Access to Bandwidth: Proposals for Action' (18 July 1999) We've produced a commentary on OFTEL's second consultation paper 'Access to Bandwidth: Proposals for Action'. We generally agree with what OFTEL is proposing, albeit with some reservations, and you will find that our commentary is mercifully short! We've taken the opportunity to explain some of the background issues as, inexplicably, the 31 pages of the second consultation paper did not include an abstract or executive summary. At the moment we don't intend to submit the commentary formally to OFTEL, although there's plenty of time for us to change our mind in the next couple of months as the second part of the consultation is open to comments until 30 September this year.
