We have made our final response to OFTEL's review of the Universal Service Obligation (USO) which mandates which minimum services BT and Kingston Communications must provide. Although only five pages long our response covers a wide range of topics from light user packages to narrowband connection speeds; rather than provide a summary we suggest that it is not too painful to read in its entirety. We are particularly pleased with our arguments concerning public telephone boxes; they suggest a way out of a dilemma (mobile phones take users away from them, so call charges for the remaining users increase to make up the shortfall) which has given BT, in particular, much bad publicity recently.
